Ahead of the upcoming budget, industry body CII on Sunday proposed a 10-point agenda for ease of doing business reforms, aimed at reducing compliance burdens, simplifying regulatory frameworks, and improving transparency.
Among the “urgent policy interventions”, the industry body suggested that all regulatory approvals — central, regional and local levels — should be compulsorily granted only through the National Single Window System.
It also proposed to speed up the dispute resolution process by improving the powers of the courts and placing greater reliance on alternative dispute resolution (ADR).
To improve environmental compliance, the Confederation of Indian Industry (CII) said, a unified framework could be introduced, bringing together all the requirements into a single document.
Emphasizing that easy access to land is important to facilitate new or expanding businesses, he said that states can be encouraged to develop a land authority integrated with the Internet with the aim of directing land banks, digitization and consolidation of land records, providing information on disputed land and guidance. necessary changes.
To help the industry in land acquisition across the country, the India Industrial Land Bank (IILB), which provides information on land in all states, can be converted into a national level land bank, with the support of the central budget, it said.
Although India in the last decade has been focusing on ease of doing business (EoDB), there is a need to maintain momentum, especially in certain areas, CII said.

Arguing that compliance with labor laws continues to be difficult and awaiting the implementation of four labor codes, it has requested that the scope of the Shram Suvidha Portal, which facilitates coordinated compliance of several central Acts, be expanded to serve as an organization. central portal for all federal and state labor law compliance.
Asserting that it is important to improve commercial exchanges, he said there is a need to make the Authorized Economic Operator (AEO) system, which allows many important authorizations for members, made it attractive and easy to join, marking it as part 10. – the point is the agenda.
Flagging the “high and rising trend of tax disputes” as a major issue, the CII said there is a need to reduce income tax litigation by opening pendency at the level of the Commissioner of Income Tax (Appeals) and improving the efficiency of the ADR mechanism. such as the Advanced Pricing Agreement, Pre-Regulation Boards and the Dispute Resolution System, as part of the EoDB reforms.
