Police say a bomb blast hit a three-story apartment complex in The Hague.
Firefighters rushed to the scene to put out the fire that caused the collapse of many houses in the Tarwekamp area of the city at around 06:15 (05:15 GMT).
Rescuers are looking for up to 20 people who are believed to have been there at the time of the explosion. Four have been pulled from the debris so far.
The cause of the explosion is still unclear. But Dutch media say that police are looking for a car that got away after the incident.
